An out of state dealership (in CA) won't give me the title directly, since I have a lienholder on the car. Since I need the title to register the car, they said they can mail it to my local RMV(Lowell) and I can go in and register my car that way.

Is this possible?

You need to take the title to a car insurance company and they will give you the registration form to register the car.

Then you take the title and insurance form to the registry and register the car and pay sales tax on the vehicle.
Plus $50 dollars for a Mass title.

That would have been ideal, if the dealership would give me the title directly. Which they aren't willing to. That's why I'm asking if the RMV will be willing to accept the title in the mail for me to register instead.

Get your insurance agent involved. They can fill out all the paperwork required for MA and dealer should be able to send them the title in order to register the vehicle.
