I know most roads in MA are falling apart but why can't they just get it right the first time instead of redoing them every summer? They don't do this in Europe.
Occasionally as a result of poor planning and coordination (and dare I say corruption), they may pave a road and the gas company will rip it up the following season where it needs to be repaved again. Or they may put in new gas lines, repave then have to rip it up again for new water or sewer mains, and so on...but I don't see this as much as you used to. There has been some cracking down on that insanity, to the point where most towns it's pretty rare now.
93, 95, 290, route 3. You've never driven on the highway in the summer? There's always lanes closed. You get to the construction zone and drop down a few inches then it's an obstacle course to dodge manholes. It looks like a freshly groomed ski trail except it's concrete. When you exit the construction zone you hit a huge bump that destroys your shocks. They do this all over the local roads too.

I think you fail to realize how much is just regular repaving maintenance. They do it in sections so it might feel like constant construction but it's fresh work.

Germany builds highways as two layers of concrete over crushed limestone. The drainage is a lot better so ice doesn’t trash the roads. It costs about triple what a US highway built using asphalt over sand & gravel costs. If you want to pay $8/gallon for fuel to build roads that way, you can go much longer before the road fails. You get what you pay for.

I wouldn't mind paying that. I only drive like 280 miles per month.
