^Correct. This was the policy change made in May 2023, after Title 42 expired.

It doesn't mean Mexico won't give it. They have given it to many South and Central Americans.
Biden didn't add that requirement. The UN had previously said that refugees have to ask for asylum in the first safe country they come to. FYI, the UN deemed Mexico to be a safe country. If Mexico offers them asylum, and they refuse it, then they can't go asylum shopping looking for a different country.
