Where did you get these claims from?

For starters, if you want facts you should read the development thread on what's going on. These are very well substantiated.

Other good resources to answer your questions:

Choose901.com
Memphis Flyer
Memphis Business Journal
Memphis Daily News

To get a feel of what's going on all over the metro area (these are only a few examples of huge investment in motion)

Google:

St Jude $7 Billion dollar expansion plans in the works
Methodist University Expansion
Highland Strip
Downtown Memphis Development (At least 7 hotels are in the works and several historic buildings being renovated into boutique hotels)
South Main and Central Station
Medical District Master Plan
Saddle Creek Germantown
Midtown Memphis
Crosstown Concourse
Nike North American Distribution Head Quarters

Memphis better get it's act together if it wants to move into first place. We are coming up on a weekend with good weather. They will tie L.A. by Sunday night.

Many cities in America supposedly has high violent crime rates, but usually it is only contained to a couple parts of town that decent people should not be in anyway. The disturbing thing about Memphis is that even the "good" areas are unable to keep the riff raff out. It's down right scary.
