YES! You are 100% correct... They are terrorists and should be treated as such. In this case ONLY (knowing how - and why - Mexico views allowing foreign troops on its soil as anathema) it might make sense to allow specially trained DEA forces from the US to help deal with this situation (if they're not here already), And, Especially since BOTH countries have such a HUGE stake in winning this supposed drug war.. This, IMHO, is one war worth fighting and winning - as opposed to a war thousands of miles from the shores of both the US and Mexico.

it is illegal to give any medical help to anyone in Mexico, CPR Etc

There are no Good Samaritan laws to protect the person who helps someone.
