Are U.S. citizens allowed to buy cheaper properties along the Mexican border, say Tijuana? I guess if I spoke Spanish, that would make things easier, right? But legally speaking...

Only Mexican citizens can own property outright in that area (I believe it's within 100km of the border and 50km from the ocean(s).

Foreigners can own land via the Fideicomiso system where the land is held in trust for the benefit of the foreigner (99 years)for an annual fee. The Mexican legislature debated ending the system, but I think the bank lobby in Mexico is at least as powerful as the US lobby, so it died a quiet death.
