There is ample parking downtown on a weekend, usually at a flat daily rate of $5 or $10 instead of hourly rates. (It's a little more expensive further east next to the AA Arena when there's an event).

Government Center is adjacent to the Miami Dade Cultural Center, which has parking that I think is $5 flat on weekends. parking - Google Maps

In a Downtown municipal garage it's usually $18/day, or $6 for the first hour and $3 an hour after that,
Miami Parking Authority | Parking Garage Rates

I would recommend parking at Vizcaya for $4 (all day) and riding the Metrorail into Govt. Center for $2 each way ($8 total for the day)

You're supposed to have a bike permit to bring your bike on, but I don't think anyone actually checks for it,

If you do want to get a bike & ride permit just to have, simply stop by the booth and they'll issue one there, it's free.

I had to look, because I was going to say the same, but the 29th is a Friday which means a much higher rate.

If you're not going to be there for more than a few hours, it shouldn't be hard to find street parking and walk/take metromover to the Govt. Center. Don't bother with the metrorail on a weekend evening!

Oops. I assumed that the 29th was a weekend coz that's when I see all the bicyclists riding in packs around downtown.

Instead of a structured parking garage, I would recommend one of the surface lots then if you want to save some $$$. You can find surface lots around the Adrienne Arsht Center (just north of I-395 exit) for $5.00 flat rate (the 3 lots there range in price from $5-$15 even though they're literally next to each other).

It's around 1.5 miles from Government Center, but on your bike it should be a less than 10 minute ride. You can also take metromover to Govt Ctr, but its quicker to just bike the distance. The surface lots closer to Govt Center tend to be much more expensive on a weekday.
