That scam has been going on since the dry law on any American road.
The cops are rigged with some relative that owns a tow truck, or the tow truck has a scanner, you have an accident and the tow truck will appear right away.
As Doggiebus said, any person with some common sense needs to check if the tow truck is legit and has the same identification mentiones by AAA.
There's another scam, tow trucks that perfom "city services", removing cars that are not well parked, and then overcharge you.

That's a big problem here in San Diego. There are some major scammers out here.
