Its water from the Bay that is affecting Miami Beach. That is a mixture of fresh and salt water, as well as sewage from the city, so its not clean water by any means. People are told not to walk through it either.

Sorry but the bay is all salt water. The only real source of fresh water in the area is the Miami River. As far as the water being dirty anyone should expect that any standing water is dirty.
