Best Walleye fishing is not in a rural area. It is in the Detroit river. Specifically at the outlet of the cooling water duct for the Trenton Electric plant. The fish like to hang out in the slightly warmer water coming out of the plant.

Supposedly the Trenton Channel is rated as one of the ten best Walleye fishing areas in the world. I do nto know if that is true.

I do not that if you just want to catch some kind of fish, you cannot beat the Detroit river in the early spring. There is a crappy (inedible) fish they call Silver bass, White Bass or chum depending on who you talk to. When they are running a boat of three people can catch 100 of them in about an hour. They are good sized and fight a bit, so people enjoy catching them. Anyone can catch dozens of them, just drop a line in and pull them out, so it is good for kids.

I agree the best fishing may not be in rural areas, but you know what rural areas do not have????? Gobs of people everywhere, I am confident there are plenty of fishing opportunities to fish in Lake county area. I used to fish lake Mich. years ago for salmon, I am not sure if that is still a thing I hope so.

Lake county is home to the Little Manistee river, which I have fly-fished since the early 90's. It is home to rainbow/steelhead and brown trout, and even some brookies near the headwaters. You will find a number of rustic campsites (e.g., Bear Track, Driftwood Valley, Old Grade) and access points (Indian Bridge, Johnson's Bridge) between Irons and Peacock.

A number of good books to check out :

There are also a number of inland lakes (Big and Little Bass, Sauble Loon...) however I've never fished them.

My favorite areas of the Lower Peninsula would be Oceana County, Benzie County, and Leelanau County. You're in close proximity to the lakeshore. Based on what you've said, I'd suggest somewhere between Montague, MI and Ludington. Shelby has some pretty affordable properties and is in close proximity to the beautiful lake shore. If I wasn't allergic to the winter, I'd live there for sure lol.

Great choice. I live on the other side of the lake, but love to visit this part of Michigan (and the UP). Last summer I biked the trail that runs between Hart and Montague and it was beautiful. Also loved visits to Stony Lake, Pentwater and Ludington. Hiked the Nordhouse Dunes the next day just north of Hamlin Lake. A complete paradise!
