My wife was transferred to the Albuquerque area in 1998 in her Civil Service job. I relocated with her to Albuquerque in 1999. I retired from the U.S. Army in 1990 and was a self employed contractor from 1990 to 1999.
We use Tricare Prime. Medicare seems to cover all of my medical. We have an Air Force base nearby but we seldom use it. We primarily use nearby Presbyterian Hospitals in the area.
We are now both fully retired, happy in this location...

I would never live in any state where I have to pay income taxes.
One of many reason to love Maine.
I don't know about Maine, but in Texas what they don't get from you in income taxes they get from you in property taxes and endless other government fees.

Along with low land prices and low COL. We have found our property taxes to be fairly competitive.
We have 150 acres of dense forest land with 1/4 mile of river frontage, taxed at $1.05/acre.
A 2400 sq ft house built in 2005, with carport and wrap-round porch total footprint is 4800 sq ft, and 4.4kwatt solar-power system, taxed at $600.
This is the fifth home we have owned. The previous homes were in four other states and each of them had much higher property taxes.
All summed my: income taxes, property taxes [land and house], vehicle taxes [dump truck, pickup, motorcycle], hunting / fishing licenses, are less than $1,000.
Consider the Virginia Beach-Chesapeake, VA. area. Four distinct seasons(not very hot, and not very cold). Several military installations nearby. Cost of living not terribly expensive. Many nice neighborhoods in the area. Many things to see: Colonial Williamsburg, Busch Gardens, beaches, and scenic mountains located within the state.
Hope your happy wherever you decide to go, and thanks for your service to our country!

The Tidewater COL is not even close to being inexpensive.

Never said it was cheap to live there. Some of the other areas that have been mentioned in earlier posts are FAR more expensive. Would choose Virginia Beach over any place in Maine!
