It all really depends on the rating. The most sure-fire way to not do an IA is to be on Sea Duty in an undermanned rating on a ship about to deploy. Otherwise, there is no real formual. DH will get the best info talking to his rating manager, his Chief, or his detailer. Start with his Chief.
Most Navy IAs are 14 months or less. If he takes a GSA - an IA with PCS orders - then he'll only do one year with a follow-on assignment for his next tour. You will get to stay in the area of his current duty station - or you can choose to move to the ultimate duty station (unless it's overseas - then you can choose an alternate location while he's away).
Hope this is all helpful. But I really can't stress that he needs to talk to his Chief.
