I was driving around the area to the west of St. Joe's Hospital the other day, I think it was the Erdman Park neighborhood or a name similar to that (I'm not from Milwaukee)....and I saw several signs posted by the City of Milwaukee saying to not "break engines" while the car is in motion. What does this mean? I have never heard of that before. I assume it must be like revving an engine or shooting through the tail pipe or something that people trying to emulate the "pimp my ride" culture take part in...but I am not sure. Does anyone know what I am talking about? Care to shed some light? Thanks.

Those are signs trying to stop trucks from "engine breaking".

It means that no compression brakes (aka "Jake Brakes") should be used. These are usually found on heavy diesel powered trucks and buses. The compression braking process is louder than normal exhaust.
