Is there a huge difference in education quality at MN State U's (ie. SCSU, MSU Moorhead/Mankato, Metro State) comapred to the U of MN?

Didn't you just post on this exact topic a week or two ago?

Did you have a specific question? Otherwise, I think you're going to get the exact same answer answers as the first time around. In short, the U of MN has the better name reputation, but that doesn't mean that you can't get a decent education at the other schools, too.

Well, the U Of MN has a better reputation, and better education, but it doesn't mean you have to go there.

It probably depends on too many factors to easily list here -- I'm sure it will vary from program to program, and it's also going to vary over time.

Back when I went to Mankato State in the early 80's, for example, both it and St. Cloud State had undergraduate Computer Science programs that rivaled the U of Minnesota in many ways, but were also less expensive and had smaller class sizes, so I went to Mankato because of the strength of the program there.

20 years later, I don't regret that decision one bit.

I have no idea how the CompSci program compares today, but even my current employer down here in Atlanta holds Mankato State graduates in a positive light due to past direct experience with graduates from that school. I didn't expect to find that in Georgia, but there you go.
