Have you seen The King of Comedy? Joker is nothing but a pale imitation with some implausible comic book plot idiocy thrown in.
It's not an imitation of King of Comedy. It features elements of the story, but connects them to many other things not discussed at all in that movie. Art influences art. I didn't think it was an imitation of either this or the other one people like to throw out - Taxi Driver. It was inspired by both and combined them with the Joker story as well as various aspects of today's social climate. That's why it became a billion dollar movie in spite of having next to no levity.
And I'm not sure why the eff you would watch a movie called "The Joker" in the first place if you had no interest in the 'comic book plot' part of it. It's literally a movie about a comic book character set in a comic book universe.

If we are going to guess at the movies that influenced Joker, I would include Falling Down (1993).
Of course, it's also a possibility that it wasn't influenced by any of them.

Joker didn't even work on the comic book level. The Joker is a criminal genius. But this guy was just some stupid shlep.

Again, I'm not an expert on Batman, but wasn't that the whole point, to tell the story of how the "criminal genius" was born out of the "stupid shlep" and his completely miserable life?
