Used to be the theatres would bounce you if you were under 17 in an "r". I remember getting carded when I went to see the shining back in the day. I was 18 and to this day that movie still creeps me out.
The theaters can't enforce that anymore, and if the kids are with adults, they rightly assume that parents know best. And we all know "bad" parents. These days the parents would probably sue the theatre for refusing entry.
I know they carded me once or twice. Once I was nearly denied entry to see Terminator: Rise of the Machines because I was only 16, despite my mother being right there (though not seeing it.)
Parents who brings kids to extremely adult situation shows are seriously "F" up. I remember watching a dvd stand up with Russell Peters and a guy brought his kid to watch Russell Peters. Yeah, that show was seriously not for kids. Even Russell was bagging him for bringing a kid to his show.

I was 14 by the time I truly saw rated-R sex scenes with my parents. I think the first was Scary Movie. They would later show me Animal House and The Terminator which had sex scenes that were not played up to for laughs like Scary Movie's was.
Kids are exposed to much more violent movies in Japan/Europe and elsewhere. The Japanese for the most part have better-raised children than we do. I think American parents overemphasize the effects that violence in film/video games have on kids.
A lot of kids love horror movies. They like being scared. If you’re forcing a kid to sit in a film he’s clearly terrified of watching, that’s different.
