I'll start it out by saying I voted for Carl Palmer instead in my own poll because his technique is better I think. But Keith Moon was extremely inventive and talented as a drummer, and I still rate him as #2 of all the rock drummers I'm familiar with.
Moon was the most like a regular guy and a natural born ham. Have you watched videos and footage of Pete and Rodger nearly dying of laughter because of what Keith was doing? The guy was a riot and a hoot!
So talented, so funny, so approachable and someone who you would love to hangout with. His loss is like losing your best friend or the class clown that everyone loved.
Top tier on this list: Moon, Mitch Mitchell, Phil Collins, John Bonham. Also Bill Bruford, whom you didn't list (though you're forgiven, since you listed most of the other great ones.) It's hard to disagree with Moon as #1 though - his playing on Live At Leeds is simply inhuman. I sometimes just listen to that album for the rhythm section.
Copeland and Peart are great but not quite on the same level. I once heard Carl Palmer described as "all wrists and no arms," and I agree with that.
Not sure if Billy Cobham counts as a rock or jazz drummer, but he's absolutely mindblowing.
