I can not imagine that anyone can recognize this one. It's a long note and hard to capture precisely the highest volume within that note. Likely require to identify the instrument that made the sound and then consider tunes.

I listened a dozen times and began to get a sense of familiarity, but that's about it. The one song, so far, that has come into focus as a possibility is David Bowie's Let's Dance, but that is a few years newer than your time frame. Similar sound, though. I'll keep pondering.

What's crazy, though, is that I would have bet my last penny that song was late summer '63, not '64. Good thing that wagering opportunity didn't present itself.

I would have bet lots of money on the song (title and artist) had I been able to venture in earlier.
