In Dade County I believe the building code says no houses or buildings are to be constructed with wood and drywall. How about Naples/Collier County? Are most buildings made out of concrete or wood?

If you are speaking of new construction most use concrete block construction with reinforcing rebar from what I've seen. Obviously drywall is still used inside.

There are apartment complexes that are being built from wood - not concrete block. I was surprised when I saw it but the 2 apartment complexes in front of Germain Arena in Estero are wood frame. The student apartment complex "The Reef" in Estero off of 3 Oaks is concrete block. I guess wood is cheaper these days?

I think a smart builder would use a tin roof, hardy board siding and an interior of drywall. Hardy board made from concrete fiber, the bugs can't eat and it's a natural material that breathes. I would never use metal studs for wall supports.

Why no metal studs? Individually they are flimsy but they are very effective when paired with drywall.

Metal in general attracts lightning. It also interferes with cell phone reception. It's why so many mobile home parks get wiped out in storms.

Almost all residential homes are cement block here, although some two story homes and townhouses may be a combination. First level/floor being cement block with the second level/floor being wood frame.

I noticed Riverstone and Stone Creek homes are built that way - curious as to why they just didn't go with CBS for both floors.
