I have been to California and it seems HOV in CA is much more enforced than here. Even pick up truck are in the HOV lane and no cops seemed to care....

Enforcing it is a waste of resources, and makes an already ridiculous commute worse.

I have to agree with the OP, I rarely see the HOV lane enforced. I'm guilty of using it occasionally when traffic is bad, granted I drive a corolla which you "could" consider low emissions... possibly? who knows... but I've never seen anyone pulled over for using it when they weren't supposed to.

I have received 1 ticket in 9 years while religiously using it transport myself home on I-65 south of the city.

Everybody knows when there is a cop policing the area, since traffic is at a standstill a half mile before that since everybody is diving out of the HOV lane.

You can listen to traffic radio for the days troopers enforce the HOV laws.

The joke is on taxpayers when TDOT got the money to build them. Now they are obsolete. They are too short for the volume of traffic. The only thing that separates them from other traffic is a white line.
