In terms of mileage, Jacob Riis Park, a municipal beach in the borough of Queens, is actually closer than the NJ beaches. However, the tolls that you would need to pay, coupled with the traffic congestion, would probably make it a much less pleasant (and more time-consuming) drive than if you drove to Sandy Hook.
Sometimes, mileage is not the best way to judge whether to go to a particular destination or to a different one, but you did ask which beach is, "closer", and on that basis, my answer would be Jacob Riis Park.
For proximity to North Jersey try KEANSBURG. This is where my friends and I went to ride the tilt-a-whirl and have a beach day when we were young & broke and didn't have enough gas & toll money to make it all the way down to Wildwood and back. Wouldn't be my first choice for a classic, summer NJ shore getaway experience or anything, but if you're talking about somewhere close to dip your feet in the ocean in April, it works.
Not sure about how things look since Hurricane Sandy, though. It seems they are rebuilding the amusement park section...don't know if that means the beach is also wrecked.
What about Orchard Beach in the Bronx? You just cross the GWB and it's really close....parking is in a parking lot.
I forgot about Orchard Beach!
Both Orchard Beach and Jabob Riis Park (in Queens) are closer than Long Island's Long Beach or NJ's Sandy Hook.
