I actually use a cigarette lighter mount for my GPS and it's below the radio in the console. But since every car is different, this might not work for you.
I rely more on the voice of the GPS than the actual map. The only time I'm looking at the map is when I'm stuck in traffic and looking for an alternate route w/o re-routing the GPS.
There's also GPS holders that mount in the cup holder.
There's the law and then there's the spirt of the law. If the GPS is mounted on the windshield, then you really don't take uour eyes off the road when glancing at it; if it's down by the radio or on the center console, you have to focus completely away from the road.
