do not like sheffield. i looked into that awhile back. i am looking for new construction in bergen/passaic area - preferably two car garage and a basement.

You probably will not find anything new with everything you want on that budget. The rents are very high around here right now. You could find something very wonderful, but not new.

that is what i have right now and i am paying less than that. where would i find something really wonderful bc i have been looking.

There are newer constructions out there that have the things you are looking for, but you'll have to bump your price up a few hundred dollars.

i saw new complexes going up in Allendale, but they are next to railroad tracks and kind of tight. i would be willing to look at units within the last 10 years or so as long as they are well built and in good condition/ kept up with having no history of major problems such as roof leaks. i would like the home to be comparable to where i live now - also having a basement.

what percent is needed to put down on a new house?

That complex is nice. The thing I didn't like it about it is the standard features are very basic and all the available upgrades are ala carte.

Down payment, 20% or more is optimal, but if you get an FHA mortgage, you can put as low as 3.5% down.
