Paterson Great Falls is now a National Park. It was acquired only recently (last year or so) and many conditions were not made safe, according to federal standards. With the amount of water and water damage being done by Sandy, I wouldn't be planning a visit too soon. For info go to the nps.gov website to see whether the park has been made ready to re-open to the public. There is also an online livecam of Paterson Great Falls here:
NPS will be doing assessments of damage for at least a week so I wouldn't expect any of the parks in the affected states to be open until the assessments are completed and safety has been determined. After Irene last year, my husband was on the go for a solid 7 days assisting the various parks in the region.

Give it a few days. And I would call in a few days before going there. That area has had many floods and this time is probably the worst in its history.
