There is no other bridge. There is the Cape May-Lewes De. ferry.
Maybe you're thinking of the Commodore Barry bridge? It connects Chester, PA to Gloucester County. Obviously not central Delaware, but it's close to New Castle County.

What part of Nj are you traveling to? I've been over the DE mem Bridge to get there, and I've also traveled I-81 to the PA turnpike, depending on which part of Jersey I'm going to.
I think that, "supposedly", would be a more appropriate word in this instance, as the fabled bridge to which the OP refers is just that...a fable.
Where do urban (or, perhaps, non-urban), legends like this originate?
And, in the absence of objective information--such as road maps--why would anyone believe this fable?
