Questions on non-resident train parking in Summit (cars, road)

I was in Summit this past week on a Monday after 10am and I have a couple of questions regarding the non-resident train parking on Broad St:

1. I saw a lot of cars double parked in the parking lot - does this mean there is valet parking?
2. Does the non-resident parking fill up by a certain time in the morning? I was there after 10am and there were some spaces left but given that it's close to the holidays, I wasn't sure if it was normal.
