Who's to say that this is the first time he engaged in this antisocial activity?
Perhaps he has been doing this for years in his patrol car and in other locations, and this was just the first time that he was caught.

None of us has 100% of the facts, so we can never know.

Could be this guy really is just a pervert, and there is nothing more to it.

Or, maybe the hypersexuality is a symptom of a broader psychiatric issue (e.g. borderline personality disorder or bipolar disorder).

Or, maybe he has sexual addiction issues.

And, I can also envision a scenario where this guy is just a garden variety fool who had a temporary lapse in judgement due to extenuating circumstances.

I can even envision a scenario where this guy is a garden variety fool who got involved in some kind of social media 'dare' or 'challenge' game, or just a game with his lady where they are engaging in midlife crisis sex games after having read 50 Shades of Grey, or hearing that their friends went to a swinger's party.
