Lets assume:
  • The buyer knows the market (i.e knows the right price to pay for a house)
  • Has no property to sell
  • Has found a house he/she wants to buy

Just wondering why a realtor should get 3% commission for this even if the seller pays the commission.
The buyers realtor practically does nothing in this scenario and earns 3%?

Are there any programs that allow for a rebate to the buyer in this situation? Any suggestions on how to make the best out of this situation.

I believe that program is called not using a buyer's agent. If you know the market and the price of the home, AND do not have a buyer's Realtor, you should be able to negotiate a 2%-ish additional discount on the sale price of the home. Just be sure not to sign the paperwork that the seller's Realtor will give you to making him a dual agent (i.e. your agent as well as seller's agent).

You have to find an agent willing to do a buyer's rebate. Shop around. I wouldn't do it personally, as the difficult transactions need to be balanced out by the easy ones, and I don't share my paycheck with anyone. But I'm sure you can find someone who will knock off something. There are desperate agents everywhere who might work with you. Certainly not the whole commission, maybe a thousand or two depending on the price of the house.
