We currently live in Queens in NYC and are looking to move to NJ. We would like to rent at first. Ideally the commute should be approximately one hour and the town should have good public schools. Looking for suggestions on towns/county that are diverse and classy.
I would recommend Montclair but don't just pick anywhere as it has its good parts and bad parts. It has public transportation to NYC and direct trains to NYC.
There are plenty of towns to look in. Verona, Cedar Grove, West Caldwell, Roseland, Wayne...

Northern Somerset County, in towns like Bedminster & Bridgewater. Basking Ridge & Warren are also possiblities, but I think will be just above that price range.
You can also look a little further east, closer to NYC, in Long Hill, Chatham & Madison.
If you don't like Montclair, I'd recommend the Caldwells or Little Falls or Cranford or Scotch Plains as I believe they all have lots of apartments/condos to choose from.
Basking Ridge and Bedminster are very nice but they are a little further away then the other towns. Homes are more $$ here but maybe you could get an apartment for that price in these towns.
A one hour commute can be a town that is only 15 miles away with traffic here. Be careful of that.

I'm sure he means trains. If they can afford an hour automobile commute to New York City (with the cost of gas, tolls, parking, and a strong possibility of that new, stupid midtown and below toll), they could probably afford a lot more per month--or could just stay in the city and use all that extra money for rent/a mortgage in a nice place.
Of course, the trains also get pretty expensive from an hour or more away . . . which is one reason my wife and I were reluctant to do the same thing. It just seems ridiculous to spend 2-300 per month per person on train fares.

Consider Bloomfield, the Brookdale and Oakview areas and schools are well regarded; Montclair although you're not crazy about it offers magnet school system, commute options and is diverse!, as well as Verona, West Orange, Caldwells (although it's only bus service from there), and Maplewood. Most of these towns also have the amenities that many from the city, including myself, felt were necessary when making a move. Good luck!
