Last year took Amtrak out of Penn station, but when the taxi dropped us off it was pure hell. He wasn't sure where to drop us off, and ended up practically throwing us to the curb at an entrance very far from the ticketing area as the police shooed him away. I won't mention the homeless guy that grabbed our luggage offering to carry it for us, and the scolding I got from the police for even talking to him.
Basically, my question is, is there a best area to be dropped off that is legal for loading and unloading that isn't too far away?

West Raymond Plaza side - this is where the Amtrak ticketing area is at (also NJ Transit ticketing area).
