There needs to be a cultural change in these areas where the schools are bad. Bringing Church back to the community is the only solution

So being paid for the work is the only measure of success? Not being recognized for it or promoted?

Do the higher incomes simply correlate to the higher educational levels instead? I sincerely doubt it's because they're Asian that they're being paid more.

Which church? Is it okay that we make everyone a Southern Baptist or do they all need to be Catholic?

The church is often quite strong where schools are bad. Unless maybe those areas need a different church, less gospel and more Calvinism or something.

Head to West Orange, Verona, or Livingston on a Saturday and tell me you can say that with 100% certainty.

(or for the other, try Paterson but it's more Beirut than Saudi Arabia)
