Are you using the same airline for both intl and domestic? If so hedge you bets, and 1) call the airline directly before you leave, to see if they have an answer. 2) Additionally, ask the ticketing agent when you check in about the luggage situation.

Depending on which airline you're flying on, you will arrive either at Term B or C. Most airlines now have a baggage agreement with each other that once you clear custom, you can deposit your bag at their temp. international counter outside of customs and go on to your next flight. You will need to take the airtrain and reenter the security checkpoint again once you reach Term A. Good luck, EWR isn't that bad!
