@mzmatty. Are you able to speak with the owners of building? .I fill as if its the wizard of oz in there
I haven't heard of anyone speaking to the owners but you can ask to speak to them if you feel you are not being heard by the staff. It can't hurt to ask and it might help.
Does anyone know what it means when they have you sign city verification forms?
What forms are you talking about? I am sure everyone that has been sent to the city for verification has filled out the same forms. Do they have a specific title? Are you talking about different forms?

I was not but I also didn't ask lol. I usually contact my person via email and they're usually short and quick. I'm waiting for a phone call from them.
