That is correct, only people who earn 50% or more of their income from performing arts work (for at least the past three years) as outlined in the announcement are eligible.
Manhattan Plaza is in the Mitchell Lama system. The four categories for new residents are these:
Performing artists
Residents of the community board
Section 8
Over 62 and disabled (I believe these people also need to be residents of the community board)

How do they determine Rent? Let's say a simple example - one person makes 100K and resides in a studio.
It doesn't say what the rent ranges are in the Notice.
What happens if one year in the future that person earns over the threshold for Section 8?

I want to know also. It’s not published on the notice.
Intuition tells me it’s well worth entering and the terms are favorable.
Perhaps it’s too much text to explain for a lottery notice but those who get a log# get the fuller explanation later on. Entering the lottery has no obligation to complete an application nor to sign a lease without full disclosure of the consequences of fluctuating income.
It could be that leases there are more pages than typically with explanations for various circumstances.
It might be that the rent is 30% of income in some circumstances but that is just a guess. A performing artist can have fluctuations in income from year to year. Consider the impact of C19. This suggests to me that such a tenant is not forced to leave because they have had a few flush years.
It also doesn’t say how two person households where there is only one performer are dealt with initially and what happens if the performing artist dies.
Worry about such things more if you are lucky enough to get one of the 750 households drawn each for the two lotteries.

Applicants can also try their luck through the Manhattan Plaza Section 8 programs, according to which eligible applicants (including but not limited to Performing Artist and Theater Support professionals) will only be required to pay up to 40% of their income in rent."
