Base on what I have seen phase two lottery is different from re-rentals and units still available it’s a second part of the building meaning the entire building or lottery will have a set amount of units say 700 and the first phase built and there is 400 units then the next phase have the remaining amount of the 700 units in total. I hope this makes sense
