Writers dont hang out with each other while writing. By defintition writing is a solitary endeavor. Writers hang out with each other after they're published.
If you've been published somewhere at least moderately well-known, you will end up hanging out with where writers from that publishing house or magazine or whatever hang out because you will be in the "in' crowd and know. Each outfit has its own hangout and they're not always too anxious to welcome unknowns.
If you are unpublished, however, either join a writing class somewhere or get ready to be really friendly with your neighborhood barista.

You can also go on Meetup.com and find writer's groups in your area. I belong to a couple in Monmouth County, NJ, but because the search feature looks within 25 miles and doesn't realize that much of that mileage is water, I get meetup notices for writer's groups in Brooklyn and Staten Island.

UNPUBLISHED writers hang out over a LOT of booze bemoaning their unpublished fate...but a good pity drunk is a LOT cheaper in someone's home with a$ 15 dollar 5 liter BOX of Carlo Rossi. (Which would cost a couple hundred bucks in most bars.
