I've been told that pepper spray is illegal in NYC. Apparently the city government doesn't want anyone to have any means of self-defense whatsoever. So if your'e being attacked or assaulted call the cops (if you can). And if you're still alive when (and if) they show up, hope they don't mistake you for the perp and turn you into a piece of swiss cheese.
How old was your sister and did her appearance give any indication as to what her age was? Otherwise it seems like just another case of a man trying to pick up a woman. It isn't wrong or creepy in and of itself.
As I was opening the door I saw a guy with a baseball cap darts across the street in a strange way, like when you a in a hurry to walk away from something but not quite running.
Notice how the guy who followed her home SCURRIED AWAY quickly when he saw someone else opening her door.
Of course he was up to no good. That's not wrong or creepy? That's how men "meet" or "pick up" women? LOL. More like how a serial killer or rapist stalks its prey.
Move to Iowa. The people are reputedly nicer there.

I used to be really shy and didn't say anything but when I started to notice that there are disgusting pervs out there who won't back off, I give them cold stares until they can't look back anymore. Sad thing is, they have no shame, whatsoever and there is really nothing you can do to stop them.
You have to tell your daughter to really scream out "HELP!" if she feels unsafe. Her quietness may be a pro when it comes to talking with them, but she really has to speak when she has to.
