I did a research paper on this back in college in my criminology class and one theory I came up with was better use of technology. I noticed after the 1st Persian Gulf war ground breaking life saving military technology became available for civil paramilitary use. Gps was one technology which helped EMTs get to wounded patient quickly and back to the hospital quickly, probably saving thousands of lives of New Yorkers wounded in gun fights and stabbings. Also life saving battlefield technology, prior to the 1990s if one got shot, a good chance that person will die, but after the Gulf War better life saving treatment for wounds which would cause death.

NYC electing Rudy Giuliani. After a murderous 4 years with 2 major riots and a Korean boycott under Dinkins. Rudy appointed Bill Bratton who discovered a Transit LT by the Name of Jack Maple. DC Maple was the brains behind Compstat. They actually allowed the NYPD to start DOING their jobs. Make narcotic arrests and quality of life arrests. Most cops hate Rudy for his famous zeros for heros contract in 94-96 but he got this city moving in the right way. There would of been no gentrification of certain areas without the hard work of the grunts, NYPD.

Auto Theft (G.L.A.) has decreased 95% in the last two decades. Even if exagerrated, it must be an impressive decline/

LOL 4 murderious years and 2 major riots, you should make that 3 my adding the looting that took place during the black out of the late 1970s. Murderous 4 years, dude NYC had a crime rate that was high during Koch era as well as Beame era as well. Over all NYC probably had a rough 16 years until things stabilized under Guliani. As for the NYPD and gentrification the major change was the clean halls approach which forced out plenty of derelicts and squatters out of tenements through the city. City has been gentrifying way before Guliani became mayor of this city, East Village started to gentrify during the 1960s. It was reinvestment of real estate industry which lead to much of the gentrification that we all see and complain about today.

Tax payers pay 60,000.00 dollars a year on average to keep one inmate upstate, its expensive as it is keeping locking those folks up.
