How sad. I have to wonder how the double amputee got to the 3rd floor, and how he plans to get out if there is a firn without an elevator. I thought NYC had a minimum square foot requirement.

I'm pretty sure the minimum square footage for a dwelling law applies to everyone. Also there are no windows in these units. If there was a fire the firemen would be put in increased danger. My main concern is still for the double amputee who is one the 3rd floor with no elevator. How does he go out?

This is not a single case in this city or the country. It is everywhere and there are worse situations out there. The law enforcement in NYC should have addressed this and other similar buildings. If you and I have knowledge of the existence of such situations, you bet the detectives in the law enforcement offices should have known it long before.
