We've gone back and forth on how de Blasio will be on crime.

Though policing are important, the mayor of NYC has other duties.

For example, under Bloomberg, the city funded the expansion of the 7 line by selling bonds backed by the revenue taxes of assets of the West Side of Manhattan around 34th Street. Pataki, the governor, sold bonds that funded phase one of the Second Avenue Subway, and LIRR to Grand Central.

So will de Blasio expand public transportation? The real estate industry gave him donations and he does have ties to the real estate industry. Perhaps if he allowed some major deals in Spanish Harlem, he could sell some bonds to fund phase 2 of the Second Avenue Subway. Or now that gambling is legal in NYS, perhaps he could sell bonds back by gambling revenues to fund a full phase Second Avenue Subway (with extensions to the Bronx) and a reopening of the Rockway Beach Boulevard LIRR train tracks in Queens (with a connection to the Queens Boulevard train line). The new gambling law allows full table gambling at existing downtown casinos, plus in 7 years the construction of 3 new casinos downstate, as well as 4 new ones upstate now.

What I really think de Blasio should do is lease out NYCHA land and sell bonds backed by its revenue. NYCHA's Manhattan apartments should be under private management and let them attract investors. De Blasio could use that to fund public transportation initiatives.

Any thought of any other things de Blasio might do or SHOULD DO outside of policing/crime? It could be things like lower taxes (I know he said he would raise them on the rich), revise the budget, etc. Though keep in mind he can't raise taxes without state approval (unless its the property tax, that he can raise himself).

I thought phase 1 of the 2nd ave line was from 125th to 59th. Phase 2 would extend down to lower manhattan?

As for the rockaway line, seems like it is headed towards being another high line. If they are planning an sbs route down woodhaven blvd, not sure they'd need both that and another rail line.

No, first phase is 96th - 63rd. Here's a map of stations and which phase they're in: http://cdn.secondavenuesagas.com/wp-.../12/SASMap.jpg

They don't have to do the phases in order though, they can build 3 before 2 if they want.

Phase 2 is the one that would serve East Harlem.

you need rail badly in that section of Queens , the bus system even with an SBS upgrade would max out...this would be a north-south line.

For sure it would be used. I personally would make more use of the train than if it were a high line park. But would both really be needed? They would defiinitely be good to connect different parts of queens by rail without having to go out of the way to Jamaica. That's not efficient. I'm sure people in the Rockaways would appreciate it as well and they may have more of a voice now than ever.

There's literally another park under part of that old branch. Another park would be pointless.

They want to build a park to lead you to another park, rather than a form of transportation to take you to a park. Plus rail would connect very busy shopping malls. Try getting out of one of these parking lots during the holiday shopping season. It makes you not want to ever shop there again.
