Why would you cut ALL cab service? They serve a good purpose, and allow many people to not own a car.

Exactly. If you continued the practice forever, all you'd be doing is drafting MORE horses that have been recently born into the practice. That makes no sense.

Farms, ranches, and even zoos could take the horses.
