If anything, the government should offer free birth control alternatives. And if necessary free abortions for every woman who wants one.
My suggestion is certainly very extreme, yours would probably create similar results without the negative connotations. My only concern is that the promise of free abortions could incentivize "the lifestyle" even more.
Now if we could only tailor the process to eliminate all future right wing gun toting wackos we would be on to something.
Your liberal policies are eliminating us quite effectively via mass exodus. The conservative states that are reaping the benefits of our income at the expense of states like NY thank you for it. It is a sad commentary when billions of dollars in income is flowing like a fire house out of this state. Eventually, foreign money and immigrants won't cut it for this city. If that's not a problem to you, then disregard and carry on.
My pension will join hundreds of thousands of others which will be spent elsewhere upon retirement. Can't wait! Tens of thousands of hipsters will be still "finding themselves" at the age I'll be retired and free from this state.

I'm sure NY will attempt to change this at some point considering even though pensions aren't taxed here, many (if not most) are still fleeing. I can't wait to scream, "Sayonara!" as I cross one of the way-to-high-toll bridges for the last time as a resident.
Cost of living is high, so it makes sense abortion rates would be high as well. I couldn't personally imagine getting pregnant at this point. If I did, I would most likely abort. Because I'm not about to ruin my career and my life over the risky premise of a quicky marriage with no real safeguards. NYC women are educated enough to know this is the reality and there is no one to protect us anymore. If men were real men then maybe we'd keep the kids around in the old uterus for awhile. The fact is they are all crap, and society is headed straight into the toilet.
