Marble Hill....slummy? Nahh not even. You don't know the area well. Walk along Adrian Avenue and tell me if the neighborhood looks slummy. It looks more like Riverdale, or Washington Heights west of Broadway with houses. Only parts of Marble Hill that look slummy are the projects (obvious) and maybe the intersection of Marble Hill Avenue and 225th Street. I'm leaving out Broadway because there's plenty of commercial/transient traffic that most likely contributes to the stray garbage.
I'm by there daily. The housing projects take up most of the area as Marble Hill is 10 blocks if that. There is nothing that looks like Riverdale in Marble Hill. Most of the houses have vinyl siding. Most houses in Riverdale are made of brick or stone and Marble Hill doesn't have English tudors or mansions. Even if you were to compare Riverdale along Broadway I would say they are not alike. Marble Hill has more in common with Kingsbridge if anything in terms of housing stock.
For the record, the boundaries for Riverdale are from Riverdale Avenue going up the hill on both sides (Riverdale/Irwin/Johnson Avenue going uphill towards Spuyten Duyvil, and Riverdale Av going towards Central Riverdale). Along Broadway, Riverdale starts above West 242nd street. Everything else is either Kingsbridge or Marble Hill despite everyone plastering Riverdale on their businesses.
Marble Hill is a tiny circular neighborhood. But observing the map we can see the projects are east of Broadway. On what street did the river use to flow on before it was redirected ? I'm assuming 230th.

That's like me showing you two or three small blocks of a neighborhood and asking you if it's slummy. Given the fact that Marble Hill is only roughly 10 blocks and the vast majority of it is covered by housing projects with garbage all about, the neighborhood overall is slummy, save a few small blocks. What you showed is the exception, not the rule.
the projects do have a slummish look. and the graffiti scrawled on apartments off 228th and Broadway looks slummish. the run down storefronts on Broadway between 225-228th have improved tho. overall, except for the 2 things above I don't see MH as a slum. its too small an area which is mostly taken up by the projects so its not really fair to consider it a slum. Marble Hill Ave, Jacobus Pl etc W of Broadway look OK
"Fordham Manor" is more like the area N of Fordham Rd or Kingsbridge Rd between maybe University Ave and Webster. Boundaries have never been clear and nobody seems to refer to that name. Kind of incorporates Kingsbridge Hts and Fordham Bedford
The Bailey Houses are too far west to be in FM
