I'm not a smoker but I saw that sign at Rite-Aid. I know cigarettes are heavily taxed but does the government have the right to set minimum prices on anything?
Kids have been smoking (and drinking BTW) since there have been cigarettes (and booze.) In the end, there's noting the gov't can do to stop it.
Raising the taxes can stop it as long as there aren't ways around the taxes, like bootlegging or buying on line from reservations (and then bootlegging).
No, I am saying the company can set it's minimum price for sale of each pack. The rest are taxes.

I was wrong... It used to be high sales tax. Now the OP is right, NYC DOES set a minimum sales price. Guess we will find out if they have the right to do that soon.
