A close friend of mine works for the city and is being investigated by the Dept. of Investigation as part of an annual effort from the city. Apparently every year 2000 city employees are given a questionnaire asking for an exhaustive amount of financial and personal. The 2k employees are chosen at random and are required to divulge a whole slew of information including assets/liabilities, mortgage info, past 10 years of w-2, etc. You name it, they will probably want it.

To add insult to injury, when you hand in the questionnaire, you're asked to pay to have that dept. do the investigation?

Is this even legal and what's the deal with having to pay to be investigated?

I have no clue but I would venture to guess that you sign a waiver allowing this when you agree to employment. The city gov't workers can be quite a slippery bunch, so if this was illegal, I'm sure it would have been thwarted by now.

Your friend must fall under the category of those subject to background checks. The DOI page says:

Those subject to background investigations include all managerial positions, individuals earning more than $80,000 annually, all individuals directly involved in City contracts and individuals who work on the City's sensitive computer programs.

DOI Forms - Department of Investigation

It's to prevent corruption and fraud, or to find out about those things and prosecute.

I think your friend is a criminal, and that's why he's so bothered about giving information to the investigators. Don't worry: 61.57% of municipal employees are criminals (according to the American Journal of Empirical Criminology) and they watch out for each other, so your friend won't go to prison.
