I've been living in my building for three years. Until about six months ago, we took all our trash and bulk items to the basement and management/staff moved those items to the curb. Then they put bins outside of the apartment and instructed us not to take items downstairs anymore. Staff still moves items from the bins to the curb, wraps up cardboard in twine, etc.
Well, since, I've gotten rid of several bulk items by taking it down to the curb myself and never heard anything about it. Last night I took down a rug and a mattress frame. Today my roommate got yelled at. The building apparently got a ticket that they expect us to pay.
Not sure why we'd get a ticket. Bulk collection is daily, right? And I had tied up the rug. In any case, even if it wasn't perfect, whose responsibility is it to make sure things are correctly disposed of, especially since management doesn't give us a place to put bulk items in the building anymore.
Daily? Bulk items are only collected on regular pickup days, which are twice a week in almost all of the city. You can only put items on the curb after 5pm the night before your pickup day.
However, if it were me, I'd contact the management and tell them I need to dispose of something that is too large for the bin outside the apartment and ask for instructions. Maybe there is building staff that would come to your apartment for a fee (or a tip) to wrap it properly and bring the stuff out on the correct day.
Also, I think I would try fighting back about the ticket. If the building took away your regular way to dispose of large items in the basement and didn't advise you about how you are supposed to handle it, then you could make a case that the ticket is their fault.

It's up to the INDIVIDUAL to educate him/herself on the rules of disposal for NYC.
It is also not the building's responsibility to provide a "holding" area for large items.
Original Poster, it appears you are responsible for the ticket since you chose to put things on the curb yourself instead of putting the items at the appointed by the building area.
Defiantly ask for a copy of the ticket. Bulk items can be placed curbside the night before your pickup.
But if it is a metal bed frame, then it would be recycling.
