Why would you do that? It's creepy. I've had guys take pictures of me out in public before without asking and it really creeped me out! The last guy who was taking pics of me got his phone knocked out of his hand by the person I was dating. I caught this weirdo on the subway taking my picture right across from me, he forgot to put his phone on silent I guess or he just didn't care. I had to move to the next car to get away from him. If you want to look at beautiful women why not look in magazines or Google photos? Don't take pics of random strangers out on the street.
While it may not be immoral or illegal to take pictures of 'hot chicks on the street', it might be dangerous. This is New York City, buddy. You don't know what mental state the person who's picture that you just taken is in. Suppose she forgot to take her medication that day and pulls out a knife on you? Suppose that you didn't see that jealous boyfriend of hers that beats you to a pulp. You take a picture of a gang members girlfriend/wife and suddenly the whole gang is after you. Look gently with your eyes.
What's all this talk about creepy? Women who dress immodestly are the creeps, if you think about it.

Turns out the sailor was on a first date with a different woman, who was standing right next to him when he kissed the nurse.
