How about put the rent money in a bank account, as if you were paying him monthly. Tell him you have his money, and will keep depositing it until he fixes the hole, at which time you will pay him.
Since money talks and BS walks - this should get him moving. That is pretty dangerous looking for adults to have to deal with, nevermind with a 4 year old bouncing around the apartment.
Dont mess with the money. Pay it religously - to the account. Contact the News Media. I dont know if seven on your side is still around, but they used to do "Hall of Shame" style reports on these type of landlords.

Of course, you gotta document and report everything nowadays. I bet the landlord will try to place the blame on the tenant. That's almost a given.
I live in a rent stabilized building and the super is cheap and lazy about fixing anything. For whatever reason they had to replace the circuit breakers and I let them do it when I wasn't home...well I just got home and there is a huge hole in my wall! I called the super and he said they'll fix it when I move out because it's "a lot of work." The building owner says it's he doesn't care. FYI my lease doesn't even end until November 2016 and I have two kids (oldest is 5yrs, youngest is 4mos). I don't want to be living with a huge hole in my wall for the next year and a half whaaaaaat am I supposed to do?!
You are getting some good advice here, especially about documenting everything and sending letters with a Return Receipt Requested.
BUT, don't think in terms of your lease expiration date, unless you know for sure you are leaving at the end of your lease. If you have a (otherwise) decent apt., in a good/decent area, being Rent Stabilized can be like gold to you. The LL can't decide not to renew your lease so this is a prize you get to keep so long as you do what is required of you in the lease.
For sure your kids are potentially at risk and that should be your primary concern. Get on this ASAP.
And F your LL, this is not "a lot of work" to repair. It will take a bit of care though, to do it right.
