In many areas of Upper Manhattan, the warm-weather months are dreaded. Especially on weekend nights, people drive around and drive around and blast their radios as loud as they will go. It's pointless to try to call 311. I can see no evidence that the police do anything at all to stop this obnoxious behavior. Any suggestions aside from moving?
No.Live with it or move. Many decide not to live there for that reason.The neighborhood culture was there long before you got there.Be more careful the next time and find a neighborhood where there are less day to day quality of life issues.

They do this in all five boroughs just the same. Summer just brings out more people both walking on the streets and driving on the roads. Earplugs are a great solution if it is preventing you from getting a solid nights rest. Don't let it bring you down, Enjoy the nice weather (especially after this past Winter) for you and your family. Go to quiet parks or hikes somewhere to de-stress from the noise in general. Being in Nature once or twice a week makes a huge difference.
Um...you will not find a post from me crying about it no longer being 1974 in Times Square. I've lived in the city for 30 years but visited many times before that (maternal family). No, I don't miss the prostitutes, the crack...But I don't think requesting a decent night's sleep is unreasonable.

Agreed. Part of the reason noise that comes sporadically like this is difficult to manage is that when you hear it, you subconsciously brace for the next time it is expected to happen and cant relax. In one place I lived I dealt with this from people in front of the building and from cars as well. Its tough when you have to get up early for work especially. I also heard white noise machines are useful but I have never tried this myself.
9/10 times inconsiderate a**holes are minorities. Move to a white neighborhood and after 10pm you should be ok.
