More likely he's just keenly aware that he's scoring himself cheap digs. The guy doesn't even speak English. How much keen awareness could he possibly have that he is "making a point" vs. just making sure he just gets a cheap place to live after his buddy said he could help.

$226 a MONTH in rent? Clearly there's no profit from the owners of the hotel.
I think this law was so rarely used the real estate and hotel industry haven't bothered to lobby to have it removed.
